Max M. Kampelmacher was born to Jewish Austrian immigrant parents on November 7, 1920. He grew up in the Bronx, New York, attending Jewish parochial schools and the Talmudical Academy High School. He graduated from New York University in 1940. In 1941, just before entering law school, he changed his surname to Kampelman.
